Data is understood and accepted by one who transmits it. Think about how a weather event like a tornado becomes information that is produced, transmitted, and received.

An information producer sees the data and makes meaning of it.
The tornado is the data.
The producer publishes the information in a tweet.

A meteorologist, an information producer, sees the data and makes meaning of it in a report

The producer publishes the information, which a news anchor covers in a news report on TV.
Others can retrieve the information.
This instant information tends to be short and meant for a wide audience. It could be a weather report on TV, an article in a newspaper, a tweet from an observer.
This current information is published days/months after an event. These pieces are more in depth than news pieces. This could be an analysis of the tornado written by a scientist in a journal about weather.
This mature information is considerably longer than a journal article and covers the topic more thoroughly. This could be an entire book on effects of the tornado on the community three months later.
Information from news, journals, and books eventually makes its way to reference materials. This could mean an encyclopedia entry on the event or an entry in a reference book on natural disasters in America.
As time passes, the type of information produced about the event changes.
