Volibear has tools to approach a target to try and kill them before his disruption runs out. This makes his kit very front loaded by nature. Even though he has sustained benefits, he rarely gets to take advantage of it. With my proposed changes, he will have more sustained damage and be gated around his attack speed, a stat I believe to be more in line with the theme of thunder and lightning.
Volibear has traditionally occupied the top lane and jungle roles. I aim to keep him viable in those areas. His theme works well in those positions and there isn't much reason to change it.
Retain Current Viability
Currently, Volibear's theme of thunder and lightning is barely represented in his kit. He's mostly a ferocious bear with very little storm or cold themes. In order to present more thunder and lightning into his kit, I shifted focus out of the sustain and physical burst.

Volibear gains bonus attack speed based on his bonus health. Additionally, Volibear gains bonus attack range at certain attack speed breakpoints.
Volibear marks a target in range, gaining bonus movement speed and attack speed towards that target for a few seconds.
Passive: Volibear inflicts a brief but potent slow on his target if he attacks it three times within a few seconds.
Active: For a few seconds, Volibear builds up static anytime he lands a basic attack. The static charge is released at the end of the duration, dealing magic damage in an area.
Volibear releases a bellowing roar, dealing magic damage and reducing incoming damage for a few seconds. He may activate this ability instantly if he is slowed or stunned, removing their effects in the process.
Volibear calls upon the storm, infusing it into his claws. He gains bonus on-hit magic damage that can arc to nearby enemies. Secondary enemies take reduced damage. The duration is refreshed if he kills an enemy champion.
