What We Do
The Bureau of Payroll Design and Development is responsible for the analysis, functional design, technical requirements, quality assurance testing, development and maintenance of the FLAIR system. The bureau has a priority of facilitating efficient, accurate, and timely delivery of salary warrants (checks) and W2s to state employees. Additionally, the Bureau works with end-users at state agencies and the Division of Accounting and Auditing to clarify requirements for payroll system modification requests. The primary user of Payroll is the Division of Accounting & Auditing, Bureau of State Payrolls.
Bureau of Payroll Design and Development
Performs system programming changes including:
- Writes functional specifications
- Performs quality assurance testing of all modifications
- Ensures financial integrity
Maintains the State Payroll system including :
- W4 information
- Payroll calculation
- Employee records
- W2 reporting
Determines functional and technical requirements of the Payroll component of FLAIR

Goals
- Preparing the FLAIR system for integration with PALM.
- Modernizing and automating processes to provide better service to our customers.
- Modernization and standardization of processes to aid in the transition to the new PALM solution.
- Updating and adding new functionality to the State Active Duty payroll process to assist the Department of Military affairs in payments to the Florida National Guard.
- Automation of the manual retirement invoice process for accurate reporting of retirement over/under payments.
How We Are Fighting IT Debt
Finding new solutions and tools to automate outdated processes such as offering agencies data retrieval options in newer technology formats. Training staff on new technologies, and recruiting staff with the skills needed to maintain a legacy system such as FLAIR while transitioning to a new solution.

The philosophy of the Bureau of Payroll Design and Development is to provide excellent customer service. We work closely with the Bureau of State Payrolls, People First, the Division of Retirement, and others to ensure all state employees receive accurate and timely paychecks. Our Bureau strives to maintain correct payroll records for tax reporting, cultivate a competent and knowledgeable staff, and provide payroll data to agencies for their accounting entries.
What is IT Debt?

And it's a figure that's growing substantially, owing, most notably, to tight budgeting that has allowed critical systems to fall into disrepair or obsolescence.
