Arguably the most important stepping stone for the Paris agreement is the IPCC (Intergovernmental Panel on Climate Change) what this group does is its assessments are the scientific underpinning of international negotiations while also providing unique insights into, for example, managing the risk of extreme events and disasters.(united nations 2019) The reason that the IPCC is important for the Paris agreement is it created a group of like-minded leaders with real influence in the world to be able to get together and share ideas, and from one of these ''meetings''' came the Paris agreement.
UNFCCC Enters into Force March 21, 1994
March 21, 1994 is when the UNFCCC came into force the UNEFCC or The United Nations Framework Convention on Climate Change, is an international environmental treaty adopted and implemented by countries all around the world in 1994 to address the issue of climate change. The 197 countries that ratified the agreement represent almost universal global involvement. (Emory University, 2018). The main goal of this treaty is to stabilize greenhouse concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.
The Kyoto Protocol February 16, 2005
The Kyoto protocol is a treaty that sets out by setting internationally binding emission reduction targets (United Nations, 2019). The emissions it sets out to reduce our Carbon dioxide, Methane, Nitrous oxide, Hydrofluorocarbons, Perfluorocarbons and Sulphur hexafluoride. each party is giving a target amount to try and stay below. "The Kyoto Protocol is seen as an important first step towards a truly global emission reduction regime that will stabilize GHG emissions and can provide the architecture for the future international agreement on climate change," (united nations, 2019).
UN Secretary-General's Climate Summit Oct 4, 2017
UN Secretary-General Ban Ki-moon hosted a climate summit in New York, inviting Heads of State and Government, and local leaders to mobilize action and ambition on climate change. the reason that this event was so important is for the first time the Paris agreement was talked about and legitimately seen to be able to be something big in reversing climate change in the EU. ''After the COP19 in Warsaw, the Climate Summit was the next high-level gathering on climate change. Since the Kyoto Protocol second commitment period expires in 2020, the UNFCCC process attempts to establish a new worldwide contract about climate protection and emission reduction objectives, that is to be drafted in 2014 at the COP20 in Lima and adopted in 2015 at the COP21 in Paris,'' (Wikipedia, 2019).
EU ratification of the Paris Agreement on October 4, 2016
The Environment Council decided to go ahead with ratification at EU level. Member states will ratify either together with the EU if they have completed their national procedures, or as soon as possible thereafter. Once the European Parliament gives its green light, the decision on conclusion will be formally adopted by the Council. The EU will then be able to ratify the agreement. (EU, 2017). the reason that this is an important step for the Paris agreement is it brings in a major player the United Kingdom which has a permanent seat on the security council thus thanks to the United Kingdom if any treaties came up that could affect the goals of the Paris agreement the Uk could use their VETO powers against it
The Paris agreement is put into action 12 December 2015,
"At COP 21 in Paris, on 12 December 2015, Parties to the UNFCCC reached a landmark agreement to combat climate change and to accelerate and intensify the actions and investments needed for a sustainable low carbon future. The Paris Agreement builds upon the Convention and – for the first time – brings all nations into a common cause to undertake ambitious efforts to combat climate change and adapt to its effects, with enhanced support to assist developing countries to do so. As such, it charts a new course in the global climate effort," (united nations, no date). thanks to the persistent nature of the UNFCCC the Paris agreement was able to become a legitimate treaty that all signed states must follow to keep the worlds average temperature increase below 2 degrees
The three events that I believe to be most legally significant to the Paris agreement are, 1) IPCC Established November 1988, the reason I put this to number one is that when the IPCC was put into place there was no one group in the UN that dealt with the huge issues of climate change. So thanks to the IPCC is was able to bring a group of like-minded people together to create a real change. 2) UN Secretary-General's Climate Summit Oct 4, 2017, the reason I put this at number two is that this was the most "First Reading" of the Paris agreement which caused people to think more on climate change. 3) EU ratification of the Paris Agreement on October 4, 2016.
