What We Do
The Bureau of Accounting Design and Development is responsible for the design, development and maintenance of the Florida Accounting Information Resource (FLAIR) system. The Bureau maintains a double entry general ledger system for all state agencies and records and controls cash and budgetary transactions at the state level.
Additionally, the Bureau works with end-users at state agencies and the Division of Accounting and Auditing to clarify requirements for system modifications. The primary user of Bureau of Accounting Design and Development, the Bureau of Vendor Relations, and the Bureau of Financial Reporting.
Accounting Systems Design and Development
Maintains Departmental Accounting Component (DAC) of FLAIR, an online application for agencies to record their general ledger entries
- Perform annual 1099 filing with the IRS
- Record Federal W9 information for all State Vendors receiving payment
Maintains a Central Accounting Component (CAC) to allow authorization of payments, track status of warrants, and audit journal transfers and vouchers
Interface with My Florida Market Place (MFMP) for encumbering funds and making payments.

How We Are Fighting IT Debt
Finding new solutions and tools to automate outdated processes such as offering agencies data retrieval options in newer technology formats. Training staff on new technologies, and recruiting staff with the skills needed to maintain a legacy system such as FLAIR while transitioning to a new solution.
In My Own Words
My goal is to work to prepare the FLAIR system for integration with the new Professional Accounting Ledger Management (PALM) application while modernizing and automating existing processes to provide better service to our customers.
