The Persian Empire
System which valued power from the whole citizen-body(democratic, people hold power) people directly had power with the government.
Empire ruled 20 provinces with 3 main kings (Darius, Campyses, and Cyrus the Great) who all ruled at different times and established political order in Southeast Asia.
The first emperor Chandragupta Maurya established the imperial capital at Pataliputra then split the empire into 4 provinces each with a prince for orizational and ruling purposes.
