States council will offer a PAYT service to incentivise waste minimization across auckland as part of their plan.

Has provisions in which council can 'dictate the bin type, collection frequency and type of collection at the Kerbside' potentially meaning at any time, council can dictate PAYT under the proviso of waste minimisation. Changes to the WMA could give councils more power to 'control waste'
2013 Auckland Council Solid Waste Bylaw
Council switched the North Shore and Waitakare district to a manual disposer pays collection using tags. We currently do not offer this service and provide weekly collections only
Council will 'enter the Rodney Market with a PAYT service to compete with the private sector. Foodwaste bin and fortnightly collections part of this change

How it works: consumers can choose:
Standing Charges (both fixed and a variable portion i.e minimum charge) can only be used in conjunction with
Pay per lift (same as Auckland Council)
Pay per kilogram
pay by weights 'bands'
weight allowance charging
Bin collection - Household user pays 'rules'
IRELAND HAS PHASED OUT 'FLAT FEE CHARGING FROM MARCH 2018 TO INCENTIVIZE WASTE MINIMIZATION
If you live in a town of over 500, your bin provider is obliged to give you a brown bin for food and organic waste. There are also suppliers of recycling bins but are not mandatory (one or the other is and people choose the brown bin due to weight based savings)
Since 1996 - the waste minimisation act has dictated targets for recovery at the Kerbside, Organics are banned from Landfills and the Irish have a universal cap on the amount of waste that can go to landfill.
